High marks for the city of Windsor.
Standard and Poor's has given the city a 'AA' credit rating.
It's the third year in a row the city has received the high score from the bond rating agency, which cited "strong financial management and budgetary performance."
But Mayor Drew Dilkens says the agency has warned the city can't hold the line on taxes forever.
Dilkens says "they were advised to make sure revenue will match expenses that are coming down the road."
City council has not raised property taxes in eight years.
