There are a variety of funds available through the three levels of Government (Municipal, Provincial, and Federal). These funds can be used to help companies making investments within the Windsor-Essex region.
GOVERNMENT SPONSORED INCENTIVES
The list below contains some of the more commonly accessed incentive programs. A comprehensive list of programs can be found on the Employee Support Program Matrix.
Apprenticeship Training Tax Credit
A tax credit of up to $10,000 per year per eligible apprentice for up to four years is available to employers.
Ontario Works is an employer partnership linked with the WindsorEssex Economic Development Corp. providing funding for pre-employment and on-the-job training, employment-related expenses, and job matching with the employer.
Community Futures Development Corp.
A community-based, not-for-profit organization that encourages entrepreneurship and economic opportunities. They provides business services and access to capital particularly in rural areas. Our area is supported by the Essex Community Futures Development Corporation.
Growing Forward 2 (GF2)
Aims to grow profits, expand markets and manage risk in the agri-food industry to both start-up and established businesses.
Industrial Research Assistance Program (IRAP) or www.nrc-cnrc.gc.ca/eng/irap/concierge/
Provided through the National Research Council, IRAP provides technology advisory services as well as funding to qualified firms to assist with innovative research and development projects.
Investing in Business Innovation (FedDev)
Provides funding to bridge private sector investment in start-up businesses (under 50 employees). Needs Angel/ven cap term sheet for 2/3 project funding. Program supports 1/3 cost of project related to new innovation products/processes as a loan (up to $1MM) Flexible repayment terms. NFP’s can flow funds to start-ups – seed funding = up to $30k (50%) and up to $10,000 for training and mentoring/per new entrepreneur. (local delivery agent TBC)
Scientific Research and Experimental Development Program (SR&ED)
This program provides a tax incentive for companies to achieve technological advancement to create new materials, devices, products or processes. The amount of the incentive is between 15 and 35% of eligible expenditures.
Ontario Innovation/Business/Research and Development Tax Credit
The program adds 10% to the SR&ED Program for projects carried out with an eligible post-secondary institution.
Ontario’s Investment Ready: Certified Site Program
A program offered through the Ministry of Economic Development and Growth. This is an investment attraction program that provides financial and international marketing support for industrial properties. A property with an Investment Ready: Certified Site designation is attractive to investors and site selectors. Applications must be submitted jointly by municipalities or Economic Development Orgs (EDOs) and the owner(s) of the sites.
Southwestern Ontario Development Fund (SWODF)
The Southwestern Ontario Development Fund may provide up to a 15% grant for job creation and investment, with a minimum $500,000 investment and a minimum 10 jobs created. A maximum of $1.5 million is available per project.
The Commercial Rent Subsidy Program (CRSP), offered by the Downtown Windsor Business Improvement Association (DWBIA), helps to fund up to eight businesses annually, contributing a portion of their rent expense in order to fill previously unoccupied buildings with new tenants.
Investment Support Program
This program is offered through the City of Windsor is a cross-functional service program that guides strategic investment projects through municipal approvals and requirements. The program includes stakeholders from a number of departments and external organizations and aims to ensure timely and customer-focused service.
